I've only been living in my first COA for 3 years and am new to voter certificates.

Our bylaws require voter certificates, but they have never had any on file.

Due to a recent recall, they have figured out they should have them and sent out forms to all owners.

What I'm trying to figure out, does the Voter Certificate form require a notary signature.

Is there any indication on the voter certificate that the form needs to be notarized? i.e. a signature line and spot for the notary embossment "seal" line on the certificate?

I see FS 718 (the Florida Condo Statute) references voting certificates in three places. See http://www.leg.state.fl.us/statutes/index.cfm?App_mode=Display_Statute&URL=0700-0799/0718/0718.html. The statute does not require notarization of the voting certificate. If the Bylaws themselves also do not require notarization, then I expect a requirement for notarization would likely be ruled unlawful. HOAs/COAs are not supposed to add requirements for voting (burdening HOA/COA members) where there are none in the Bylaws or state law.
