So, what's your question? How to enforce the rules? If you're on the board, read your d documents and figure it out. Usually, a friendly reminder letter, followed by a stronger one and perhaps a fine is a start. Of course, you'll also need an appeals process and a fine schedule published so people know what to b
expext.

Then again...could it be the board refuses to mow the common areas of has hired a Dr appt contractor and this homeowner is trying it mitigate the dsmage. Stop being so damned cryptic and provide some detail if you want a useful answer.

Seriously... you're more likely to get helpful information if people understand what you're looking for - otherwise you may just get comedy routine (and some of us don't need encouraging).

Are you: a board member, the homeowner in question, a concerned or nosy neighbor?

Are you in: a condo association where everything outside is common elements, an HOA where the person is mowing common area, an HOA where the person is mowing his own yard but the association takes care of mowing, other?

Do you want to: take appropriate steps to address a violation of your CC&Rs, complain about the potential violation to the board, kvetch about HOA living in general?

Does anyone have a policy for homeowners who want to mow their own lawn? I am a board member and 3 ownes are mowing their own lawn, even though we have a contractor for this. We own our lots.....
The issue is that they are mowing on all different days and our lawn contractor mows on the same day each week.
Board agrees to allow owners to mow,but we would like a policy/guideline for them to follow...

We provide landscaping service. If an owner wants to do above and beyond as long as they do not destroy the common look, we have no issue.

As long as the homeowner is keeping up the lawn a d there hasn't been a noise complaint, like someone mowing at 2am or at the crack of dawn, what's the problem? You say everyone own their lot, so if some people say to do lawn care themselves, maybe you should have them sign a waiver stating they're responsible for all of the lawn are on that lot, including edging, keeping it free of weeds,etc. You might also require them to come to the board for pre-approval of certain grass seed in order to maintain the overall look of the community. So long as they agree to that and the lawns look decent, the association could save money.

In fact, maybe there homeowners are on to something - maybe the board should poll homeowners to see if they even want the service. If a majority say no and the lots aren't considered common area anyway, that could settle things. You can still have rules about how early or late mowing can start so not to disturb the neighbors and the grass seed pre approvsl, or other isdues, like people trying to fill out their grass and installing a step turf.

Ps - see how easy it was to simply ASK a question instead of everyone trying to guess why you were posting in the first place??? You could have had an answer weeks ago

The Declaration of the Association in which we reside requires the Association to provide front yard landscaping services.

The scope of work under which the contractor performs the following services:

1. Weekly mow, edge, cleanup (blow) late March-Early November

2. Annual mulch

3. Semi-annual trim of shrubs and bushes but does not include trees

4. Pre and post emergent and fertilization; treatment for fire ants and other landscaping pests/insects. Does not include bait boxes for rats, removal of bobcats, squirrels, rabbits.

5. All of the foregoing for Association common areas including irrigation system testing. Repairs to common areas are billed to the Association.

Owners may opt out of some or all of the services provided by the contractor. However:

1. The owner must pay the full assessment amount required of all owners, regardless of the 'opt-out'

2. Self-performed services must be performed on the same day as the contractor (Friday), or the next day

3. Self-performed services must be at least to the same standard as services provided by the contractor

4. Owners are responsible for replacing turf grass and all botany on owner property, the contractor is responsible for doing so on common areas at Association expense.

5. Owners may engage the contractor to perform other services at additional cost, the most common is back-yard maintenance.

6. Owners may engage contractors of their choice to perform basic and additional cost services at the expense of the owner. Association approval is not required
