If, for example, the Management has hired a contractor to do this and to do that at the condo area(i.e. landscaping, electrical, etc) and I, as a board member, would like to meet the contractor and find out what he/she is doing, is it considered "good etiquete" to ask Management to have their contractor attend the meeting for a short briefing?

Yes, we invite major contractors to address our membership at Board meetings all of the time.
When shopping for the environmental care company, we had them address our membership on how they would take care of our lakes and littorals which is also under our County's jurisdiction. Another company presented a "pitch" on a new tile roofing care system. Most residents want a say so on how their dues are spent and this gives them the chance to be a part of the decisions. We also had Direct T.V and communications address us followed buy the Cable company. It gives the residents a chance to ask questions and then we follow it up with a workshop to weigh the pros and cons of enetering into a contract with the company. This is done just on major expense services, not day to day operations.

Good etiquette? Shouldn't you be getting this information BEFORE the contractors are hired? Why are you so hesitant to ask your management company for this information? You are paying the bills and should have all the information you need before any contractor is hired, not after. Take control of your HOA. Harold

The only thing I could ask is when you have a meeting, who gives these reports about these specific committees. As Harold says, the information should be available before the hiring if it exceeds a certain amount and all contracts signed by the Board or manager can be viewed with a letter asking for a time schedule to look at contracts. It's a pain but maybe they will be reasonable and just give you a copy of the contract, you are entitled to them.
