If, for example, the Management has hired a contractor to do this and to do that at the condo area(i.e. landscaping, electrical, etc) and I, as a board member, would like to meet the contractor and find out what he/she is doing, is it considered "good etiquete" to ask Management to have their contractor attend the meeting for a short briefing?

Jim, unless this is a minor expense I would require the Board approve all contracts and contractors. As a Board member you have the right to check out any contractor.
