Our HOA doesn't use ground cover in our common planter beds, some of which are on owner lots. Permission is needed for owners to install their own ground cover and if approved there is a caveat that owners must adequately maintain the plants. Does anyone have experience trying to enforce the maintenance in such circumstances? Our violation policy is very clear.
