New HOA in GA. HOA has not been turned over by the builder. One resident has called a meeting to "pre-elect" a transition committee. I have asked the builder if they know anything about telling this home owner to get a transition committee together. Builder said no (homeowner states they did) and that it was an "un-official" HOA meeting and that they would not attend. Problem is that I feel is that this one homeowner is very aggressively trying to take over. 2 weeks notice was given by blog posting and no mail delivery. Not everyone participates in the blog because it's so negative, so therefore not everyone knows. Can he call a meeting to start a transition committee? Is he out of line? And isn't it the builders job to do that? He also attached to the blog posting the ownership to every home. And suggested that if you were not a home owner don't come. This is not the first time this homeowner has made everyone feel uncomfortable

Now is the time to stop this guy in his tracks before he creates a complete dictatorship and kills any member from wanting to be involved in your transition from the Builder to association ownership.
The Builder says when he is ready for turnover, not some wild man trying to gain control.
Meeting are required to be open to all of the membership and having it in his home is not condusive to an open meeting forum.
Meetings should be posted or all members notified of any meeting and hopefully prior to 5 minutes before it is called. In Florida, it is 48 hours. Check your State laws on that one.
He is right on one point. Meetings are for the homeowners and not just anyone who wants to see what is going on.
Gather owners who feel that he is out of line and get some concensus on how to deal with him. Get the builder involved if you need some information as to turnover plans.
Most important tho is to gather the troops and take a stand. Don't be afraid of this power monger.
