This isn't exactly HOA related, but since we don't currently have a functional HOA (and do have a rogue Water District), they cancel each other out!

After a recent battle with freezing, ice and flooding... and a battle with the Water District regarding improper burial of my water meter and their service line, they finally came back out and re-buried it properly. HOWEVER... as a result of all that, a new problem was discovered (by me, last weekend) and is going to be an uphill battle trying to get them to fix...

Basically, everything that was built on my property is shifted exactly 50 feet north of where it should be...house, garage, septic/leach, etc... and that includes the water meter pit for my home and the property adjacent to mine. I own 50 feet more land than I thought I did, and now I realize that there are two water meters/pits right smack dab in the middle of where my driveway should be!

How in the WORLD should I approach this, when there is no HOA only a Water District that is barely functional and in constant violation of various laws and regulations? They'll just tell me "NO, we aren't moving two water service lines" but I have a legal right to do whatever I want with my property and their utilities are buried WAY out side of the easement where they're supposed to be, according to the Plat map and corresponding engineering drawings.

You need to:

1) attempt to resolve directly with the water district.
2) verify recorded drawings are accurate (if not, it's not really the water companies fault)
3) Talk to an attorney versed in property law
