President conduct

The current President is running again because he has told all the new residents that the only reason he is running is to prevent me. He is not a rule person and I am. Most of the board members are new, don't know there CCR's and by laws so no one pushes back on him at the meetings, only me. He said he doesn't care. As in my previous posts are elections are in May, but because he figures on his own that no one wants to be on the board he just moved two board members up another year on his own. Their term expires this May. Two residents are arguing over each other's dog barking and a lot of other issues. One of them wrote a letter to the board members and the President told them the park would not get involved. not a park issue. He told them he does not care. Looking for advice please
