The board has made a request for information from a committee head. How long does the committee head have to provide the requested information? How many attempts should be made? HOA is in Virginia.

Yup.
Committee members serve at the board's pleasure and can be removed at any time for any reason (or no reason at all). If the committee isn't making things easier for the board, they're not doing their job.

Our Association has the practice of having a Board member act as a liaison non-voting member of committees. This seems to ensure good and open communication.

Board members have a right to see all relevant information for them to make a decision or perform their job (as many directors are also officers).
For example, they would have a right to see the account ledger of a delinquent account when deciding to bring legal action to collect (as this would be relevant). However, they would not have a right to browse the account ledgers for lots in good standing (privacy issues).
The committee member could certainly inquire as to why the Board wants the info, if they don't think it's relevant the member could refuse (but may end up being removed from the committee) or resign from the committee in protest. That said, I think it's best to work out a compromise if the committee doesn't think the request is proper. After finding out what the board is looking for, they might be able to provide summarized info, etc.
All this said, it's really difficult to provide good advice without knowing what the request was for.
Regarding how long to reply, I would say no longer then 10 days.
