Our HOA board is regulating the approval of volunteers and restricting some volunteers (community oriented) to participate in some committees stating that their is no need for more volunteer, arguing that the board is pleased by the results.
Board members fill most of the committees.
Does board can refuse, cotrol volunteers(our comunication communication is run by only one board memeber).

Unfortunately, yes. Unless the committee is created in the documents, along with specific rules about who can serve on it, committees generally serve at the pleasure of the board, or in some cases, the Chair/Pres. They can appoint or remove who they please and set the guidelines.

Although what your board is doing doesn't sound very smart, it's probably legal.

It is probably legal, and it's a shame. When the same people control everything, the property owners don't feel that they are part of the community. Perhaps some of the property owners could find a way to "help" out on some committee...

What a shame. Many posters here complain they can't get people to volunteer. But some boards must think they will loose control if they allow others into their clique. Harold

Harold, you're right.. but what they don't realize is the fact that as you bring those new committees into the fold, they stand on the sidelines and Booo the players. Once they get a little training, a little more knowledge and a little more skills, then they have a better understanding of how the Board runs and why things are done a certain way. Down the road, some of the committee members make good board members. Joining a new Board without any experience is a little frightened for everyone involved. Remember keep your friends close and your enemies closer.

Volunteers are the heart of the community. Having many hands helping the board is essential for community involvement. If this board has volunteers ready and able to assist and they don't allow them, they are not only doing a disservice to the community but it will come back to bite them...well you know where.

BOD's burn out when they don't have committees. There is a lot to do in running an HOA.
