We are a very small new community with no money that has a ravine on our Open Space land. In addition, we have homeowners that their yards butts up to the Open Space. In one particular case there has been a problem with erosion that the builder knew about prior to deeded the open space to the HOA. Plus the Open Space is on forest retention. They were going to try and fix it but than told the homeowner that it is HOA problem.

We have something similar.

It is an HOA issue and if the HOA hasn't planned for it, it can be expensive.

We contacted the county for assistance (part of storm water management) for advice (advice arrived after I left the board - so I don't know what the results were).

We discussed retention walls to stop the erosion, etc.

Who is the "they" in they were going to fix it. the developer? Is the HOA now under owners control?

Still you might have a case against the developer. But you don't want to wait as states can run out. Some of you members should chip in to pay an attorney well b versed in THESE types of matters and see if owners have any recourse against the developer.
