Our association has regular Board meetings each month on the third Friday of each month. Does the PM still need to give 4 day notice to the homeowners for this regular monthly Board meeting? We’re in Sacramento California?

The Association does need to post notice along with an agenda of the actions to be taken.

Do the specific topics being discussed change on a monthly basis?

I’ll let the PM know as he said it wasn’t necessary since the meetings are always on the same day and time each month. He also said that it didn’t matter that new topics would be covered.

Yes, but it's ultimately the BOARD's responsibility to ensure the PM has the information needed to send the messages out. If you have the meeting at the same time each month, someone could have handed him or her a list of dates and you can always indicate some dates may be changed if there's a major scheduling conflict or some such - and homeowners can check the community website (if you have one) for up to date informatoin.

As Max points out, the agenda must be on the meeting notice. As mentioned previously, your Board must insist that the PM follow site laws.

Now, the meeting notice and agenda does not have to be sent to every one, but it must be posted in a "public" place. Most, like ours, do post on our website.

Our association sends out the Board agenda to all of the owners 3-4 days before the meeting.

Ours always holds board meetings in secret, owners never know what’s happening or when the meetings even happen.
