Can a BOD liason to a committee vote on committee motions?

Depends if the board member is actually a member of the committee or is just there to observe. In the first case (which is sometimes required per the bylaws) then the board member votes. In the second case no.

There are pluses and minuses for both scenarios.

If the Liaison is just that, or acts in an advisory or similar capacity, I would think not.

Only members of the committee appointed or approved by the BOD should vote.

I do not like the idea of the BOD Liaison being named a voting member of the committee. It is my opinion the BOD Liaison should conduct themselves as did children of my generation and earlier when at a formal dining table: they were seen and not heard. The Liaison can sometimes, unintentionally, be an inhibiting presence on the committee. Some committee members may not express their opinions freely because of that.

That's a good reason for not having directors as voting committee members.

On the other hand, so many owners as so uninformed about HOA matters and how things should be governed. they can easily go astray. It doesn't serve anyone well if a committee comes back with recommendations that - for instance - conflict with the CC&Rs. Or if the homeowners choose to exceed their mandate or take matters into their own hands, when in fact the committee has no independent authority (this was an issue in my community).

There is no perfect way to do this, and a lot depends on the skills and personalities of the folks involved.

Liaisons are advisory. They would have two votes if given at both the committee level and then at the Board level at any issue that comes from that committee.

Unless the bylaws state the liaison is a voting member, then it is not granted.
