I apologize for posting another question, but this just came up.

It looks like we have enough votes by members on a petition to call a special meeting. (Minimum 1/3rd was needed).
We have major questions. Nothing needs to voted on this meeting, just prepared questions and answers.

However the board said that if we have the meeting (virtually) and 1/3rd of the members are not on the zoom meeting, then the meeting will be cancelled.

So the question is:
for a special meeting, is it the amount of votes that petitioned the meeting that counts, or the amount of votes that attend the meeting that counts?

The petition is to call the meeting for a specific purpose.

After the petition is accepted, normal meeting requirements need to be followed:
Notice
Agenda
quorum met (No quorum, no business)
The amount of votes to do something would be based on the governing documents.

If it's simply a Q&A, I'd suggest sending an email vs. a meeting.

Typically the purpose of a Special Meeting has to be defined. I say it cannot be a Q&Q Session nor a bytching session. Its intent must be defined such as Recall Tom and replace him with Mary.
