This has become a real mess. Residents continue to let their dogs either run without a leash but in 90% of the cases, they do NOT pick up after their dogs. Following them to find out their condo number could prove to be risky. Has anyone had any SURE-FIRE way to remedy the situation which can only get worse. There are NO doggie doo-doo way clean up stations. Would that do any good to have them in various places? Is it the responsibility of the HOA to furnish these expensive items(with the bags)just because the residents are not accepting the responsibility of cleaning up after their pets???

I have been to the "archives" but can see little to nothing as it pertains to poop stations... the value of them... why HOA should be responsible for them, etc.

JimM10: IMO, the association is not required to provide doggie clean up stations; even if you did, there is no guarantee the owner would use it.
Here's a suggestion for you.

Initiate a weekend for "Pet Registration" within the community--maybe take a photo of each for your community file--good for rescuing and returning pets to their owner.

Once the pet is registered with name and unit address, you will have owner info. Pets can then be observed when not on a leash or when owner is not picking up after their pet and the proper procedure can be followed according to your documents (fine, violation letter, etc.). You could give the owner a first warning (once observed). What do you think?

Jim,
No Surefire way to do hardly anything when it ccomes to Community living.

I would not support Poop stations in a small Association. Mabe a large one with walking trails and beaches, playgrounds, etc.

As always, control of this kind of infraction requires a strong committment of the Board. If the Board is motivated to seriously take on the job and keep on top of whatever enforcement they recommend, the problem will likely get better. "Committment" is the key. Each association will probably react differently. Our HOA recently put up at bright yellow sign below the Posted Speed Limit signs, that says: The fine for any driver of a golf cart that does not have a valid Drivers License will be $200.00. We have a security force that can enforce and are authorized to give this kind of ticket by the County (Gated Community)/ We have an appeals panel also.
All this was not easy to institute, but the need was there with 10 year olds and younger driving golf carts, either renters children of softie grandparents allowed this. It will not be looked on with favor. But it is continually in front of drivers and I would expect it will have an effect on speeders also. So, have your Board to commit to control and do what is necessary.
I understand completely that there are many different communities and I also understand there are many different ways to educate violators.
