Hello I have loud neighbor upstairs who also happens to be president of the association. He does not have any floors covered and is very noisy for me. I am not very good with English and legal terms. Can someone interpret this article from our Bylaws and tell me if by reading this everyone should have some floor coverings or there is not enough information to conclude that.

(5) In order to enhance the sound conditioning of the Building, all occupied Units shall meet the minimum standard as may be specified by rules and regulations of the Board.

You want to look for a document that has the word "covenants" in it. Like "Declaration of Covenants, Conditions and Restrictions." Quote what this document says about upper level floor coverings.

Noise from upstairs condo units is a common problem nationwide. It is the source of much litigation. Many condominium associations have covenants prohibiting hard surface floors. Unfortunately, many condo associations have covenants that are too weak to be worth anything on this subject.

Look in your rules or such for the decibel level for floors. If you believe that the noise is above that level then hire a sound engineer.
