We are preparing for the Board Elections. I am understanding that a small envelope that holds the ballot should be sign across the sealed flap. Then small envelope is then placed in a larger envelope and mailed to the appointed inspector. Is this correct?

Hi Yvonne,

Are you in California? I am and have volunteered as the inspector for three elections now.

The way it should work is that the smaller inner envelope have nothing written it to identify who's ballot is inside. No name, no address, no signature. That keeps it a 'secret" ballot.

The larger outer envelope that is mailed to the inspector should have the owners name and address on it so the inspector can check off which ballots were recieved and make sure only one ballot was received from any one address.

At the election, the inspector checks off each ballot against the owners list to make sure enough have been received for the quorum. If so, then the outer enevlopes are opened and the inner "secret' ballot envelopes are collected.

Once that's completed, then the inner envelopes are opened and the votes are counted.
