Do hoa's take care of the water spigots on the back and front of the townhouse when broken

Probably not (I live in a townhouse and those are my responsibility). READ YOUR DOCUMENTS to be certain - in addition to the spigots, you need to know what's your responsibility and what's the HOA's responsibility anyway.

Read your governing documents. Pay special attention to the section that describe the components of the unit, common elements, and limited (exclusive use) common elements, and the section that describes the duties and responsibilities of the unit owner and the association.

The answer will depend on whether the spigot is part of the unit or common elements. If it's the former, you as the owner are probably responsible. If it's the latter, the association is probably responsible. But this is a rule of thumb that may not apply to your particular community.

In all the townhome communities I have managed the HOA handles the water to the unit. Once it enters the wall it then it becomes the responsibility of the units. Rule of thumb is when the pipe goes from the 1" or 3/4" galvanized pipe to the 1/2" copper pipe is where the HOA responsibility ends and the owners begins.
