Is holding an Executive Session Budget Meeting legal?

Our HOA is planning in holding an Executive Session Budget Meeting which will consist of the entire Board which will be a quorum. The meeting will be closed to the membership from observing the proceddings? Our HOA is in the State of California

In California, holding an Executive Session for purposes of discussing the budget would not normally be lawful. See https://www.davis-stirling.com/HOME/Executive-Session-Meetings .

I can see possibly a portion of the meeting, discussing say anticipated legal fees, being held in Executive Session.

As Augustin notes, budget meetings should be in open meetings--if any confidential legal issue must be named at thee meeting, the Boar could adjourn that portion to executive session.
