We live in a small community of 67 townhomes, my husband is the HOA President dealing with alot a problems with our rental units and their children. How can we change our community to a 50 and over community?

First, you would need to check you documents for the requirements to change them. Usually, it requires a 2/3 or majority vote.

What do you propose to do with individuals who own property there and are under 50? Are they expected to have to sell their property?

If the over 50 restriction does happen, and anyone is forced to sell their home...beware that if it affects their property value the association can be sued for loss of value and a number of other related expenses tied to the 'eviction'.
