In Texas can a Qualified HOA require Utilities contact HOA before servicing new connections.

I doubt it as the HOA has typically has no standing in the matter of an owner or tenant arranging for utility services. There are possible exceptions to my statement but, if you are referring to residences in an HOA with individually metered services, it is unlikely the utility company will contact the HOA before arranging for service.

I suggest you contact a utility, probably the water or gas company, and pose your question.

Also, what is driving this? Why would the HOA wish to get in the middle of the ability of an owner to arrange for utility services. Electric service in many areas of Texas is deregulated, would the HOA wish to be involved every time an owner or resident switched from one provider to another?
