In our condo area, we have a large number of out-of-town owners who rent out their condos. As a result, the renters are not notified of decisions, rules, etc made by the HOA. The monthly meetings actually has very few if any renters attending. My question is should renters be urged to attend the monthly meetings by the HOA in view that many of the actual owners are out-of-town and I doubt that they are passing on information to their tenants as to problems noted at the HOA meetings, i.e. parking, doggie doo-doo not being picked up, etc.

Do you have a newsletter or web site? If all else fails, any pertinant information to all who are living there should be at least printed in a flyer and stuck in doors or at some place with easy access for all. Don't use the mailboxes as the USPS says that's a "NO NO" Communication is the only way to control unwanted problems in the community. Don't count on absentee landlords to take care of this as some just look for rent checks to be on time.

Hello - I'm new to this board, but your issue is one that's facing a lot of homeowner associations, including ours (I'm also on our board of directors).

Our board is beginning to encourage all residents, including renters to come to the meetings. Although our decisions are ultimately made with homeowners in mind, they will affect renters too, so they may as well come to see what's coming down the pike. You may also find some have good ideas for improvement the community and they could be good volunteers to help in Association projects.

As far as rules go, our board has told everyone that landlord/homeowners are ultimately responsible for their tenants' conduct - we expect them to advise renters of the rules and we hold the HOMEOWNER responsible for any violations. For the most part, this has been sucessful, but our major problem is getting a handle on who's renting.

Interesting. Our BoD discourages all renters from coming, but check your docs. We finally were able to welcome the few who wanted to come because the wording was "resident."

Your board should encourage all off-site Owners to give along with their lease agreement the Rules and Regulations of the HOA. The tenant should sign an acknowledgement from the landlord that they have received, read and understood the HOA rules and proceedures. Any violation thereof would be placed on the Owner to resolve and enforce their tenants.
