If there are some renters...are they allowed to go to the HOA meetings as well and vocie there opinons like the homeowners can?

Usually that is specifically addressed in the HOA docs and I believe that they are technically required to have a letter or authorization from the owner that more or less makes them an agent of the owner. I don't advocate alienated the renters and believe in treated the same as homeowners. What's the problem with the renter? Any reason to NOT to let him/her speak?

Thanks for the info MikeS1: We have new renters that moved in and they have two cars...theres this home owner that has three cars and he parks his cars all over corrupting all others with there own spots....the bylaws require only two cars per houshold...but the homeowners HOA accepted him to have the 3rd car...theres 28 unit and each unit is assigned to one parking spot...bylaws states owner or owners to the use of not more then two automobile parking space.

Renters typically do not have any say-so in association affairs as it is the owner of title who is responsible for voting and payment of dues, etc. to the association. My renters in 1 place, do go to meetings that are important, concerning rules and activities but voting and budget meetings, they do not attend. Unless you proxy over your voting rights, they have no input in the workings of the community.
But, some documents do not allow renters to attend meeting so you will need to check your Docs for that issue.

Sounds like you needs a parking resolution that is a little more clearer and/or a permit system. The BODs here will not discourage renters from coming to the meetings and technically as per the docs, they need written authorization from the owner to address the board as the owner's agent, but they don't really enforce this provision. They would rather educate the renters, work with them and make sure that they are informed. They also recently passed a lease addendum which is required to be signed by the owner and renter. It goes on file along with a copy of the lease at the PM's office.

Thanks for the information...this means that these new renters will be parking in other spots cause this one homeonwer with the 3rd car...the homeowner with the 3rd can easily park in the visitor section...but he wont..instead park on other spots.
