Here is a little background. I own a condo (I don't live there) in an association with a board that consists of 2 people. One of them owns around 20 units (out of 45) and the other owns 12 units. They are as corrupt as anyone I've ever dealt with.
Understood. However until these two start selling their units, they will control the board.

In the 5 years I've owned this property, there has never been any board meeting announcements, elections, or annual financial reports.
To enforce Texas statutes on this point requires a great deal of mastery of statutes, covenants, case law and legal procedure. Few can teach themselves. Hiring an attorney is your best bet for the above.

They control who can approved to lease and in an area that is more than 85% african american, there is not a single african american living in this complex because they will not approve them (she has verbally expressed that to me).
Unless you are the one being discriminated on the basis of race, and unless you have a lot of evidence for same, you lack standing for a Fair Housing complaint. You can encourage actual victims to complain to HUD, though.

This is sad (and common) but I do not think you can do anything about this without risking deportation of the undocumented immigrants or otherwise making their lives worse than they are already.

They are abusive to the tenants and have driven all my tenants out within a year, constantly fining them for violations without any proof, and the husband of the property manager (and chairman of the board) walks around with a shotgun on a regular basis. There is much more I could say. I've had enough. I don't have much money for an attorney, but something needs to be done about these corrupt people. Any advice?
Many who come here have found that, sadly, often the least expensive, easiest solution is to move. Unfortunately many also choose to fight for several years until they realize the battle cannot be won. Then they learn a lesson and move.
