Is it ok for the MC or the board to let homeowners know when the MC will be conducting property walks?

Sure they can, but there's probably no requirement for them to do so.

Particularly not a requirement in a condo community where everything except the interiors of homes is common area. However, it's a courtesy and would probably be smart if residents are jumpy for some reason (eg. a spate of recent break-ins would make people wary of strangers who appear to be casing the joint).

We are a side by side condo community and we do let our residents know in advance if someone will be inspecting the property. Obviously we don't want anyone to think that some stranger is wondering around their home.

As a Board member can I share with the home owners when the MC will be having a routine property walk or is that executive session information? We are in Monterey, California.

It's okay but doesn't that defeat the purpose? It's like a fire marshall telling a business when they are having an inspection, it ensures compliance but only on that particular day.

There should (must?) be a reason to put something in executive session, and I can see no reason why you would put this in executive session.
