Does an HOA have a responsibility to eradicate wasps in a pool area? There are no observable nests/hives.

The HOA is you and your neighbors... So what do you think? A responsibility or just a courtesy to make sure people are safe? Get a spray can and spray.

I believe they would have the responsibility to mitigate hives.

Otherwise wasps, bees, etc. seem to be part of pools (at least in my experience).

I read that wasps are attracted to water. Obviously not cost effective to remove pool.

For all you know, they ARE aware of the problem and are working on it. Before you start asking if the HOA has a responsibility to do this or that, check your documents first and then ask them - could save you time.

There's your answer. If nothing in CC&Rs that says HOA is responsible for wasp extermination/eradication (or similar), then HOA is not responsible.

That said . . . assuming the documents have typical language that permits the Board some leniency to do things it determines are in the best interest of the HOA, then I could certainly see the Board deciding it is beneficial to eradicate known or found hives/nests in areas frequented by owners (pool, playground, pergola, gazebo, etc.) for the safety, health, and welfare of all.

So if no hives or nests are seen, then I assume it would be a waste of $ to hire a pest control service to spray?

You can't buy a can of wasp killer at the store? It's not over complicated. You would only need a professional to remove it if it's an actual serious issue. We are talking like a huge nest imbedded in the walls or something like that. Otherwise, buy a can of Raid and spray away. That's what I did and do.
