So, what's your question? Did you check your documents to see what's the association's responsibility and the owner? did you call the property manager? If so what was the response?

If the owners responsibility is the interior, those floor areas may be your responsibility.

Who has the contract: you personally or the association?

If it's you, then your beef is probably with the exterminating company, although you need to read the language in your contract to see what recourse you have.

If it's the association, you need to look at your governing docs to see who is responsible for what. It's pretty unusual for associations to be responsible for interior maintenance, although it can happen for some types of maintenance in some condo communities because of the structure of the buildings. Spraying potentially toxic chemicals inside people's homes is a big liability issue, though, and most responsible boards would avoid doing it unless required by the CC&Rs. (In my condo, the association only pays for exterminating vamints in the common areas - homeowners are responsible for the interior.)
