Our Florida HOA's Annual Membership meeting is being held next week. Does the Board President chair this meeting or does the membership appoint a member to conduct the meeting?

The President of your Association chairs the meeting and all meetings. That is what his job discription says.
Appointing a member to lead the meeting would not serve any purpose unless you have a non Board member who is on top of all association business and that would be a rare find and not according to Fl. Statutes 720;305
So I am saying "NO". I wonder why you asked

Rebecca, the President normally chairs all meetings when present. If not present the VP chairs the meeting. If both are not present the Secretary chairs the meeting. The President can step aside when appropriate and the next in line assume the Chair.
