Looking for any information about reducing the posted speed limit to 15 mph.

Please quote exactly everything your HOA/condo's declaration says about speed limits.

In general the courts have ruled, that, when covenants authorize certain speed controls, the HOA has the right to enforce them.

Are the streets in your subdivision public streets (maintained by the city or county) or are you in a gated community?

If they're public you'd need to go to either the city or the county (which ever maintains the streets) and request the speed limit be changed as it falls under their jurisdiction. If they're private, if it's not outlined specifically in your governing documents the Board of Directors should be able to change.

How do you know the difference between 15 and 25? My vehicle doors won't automatically lock till I hit 15 MPH. So think that is a bit too low in my opinion. Plus have to consider how your going to enforce violations. Do you have a fining schedule? Someone wants to sit outside with a radar gun? This is also NOT an income earner for your HOA. So the money could be subject to taxes.
