We are establishing the protocols necessary to control access and monitoring of system, any ideas, or established protocols in order?

Why do you want to read license plates? You might want to start there because that will dictate what the protocols need to address.

We had a bid for cameras at the gates, entry and exit. The plate readers were solely for identification purposes if there was property damage.

Aside from the license plate readers as an access control for every vehicle, ours was basically to monitor the guests coming in out, the duration of their stay, etc.

May I also say that you may want to look at the LAWS before going too overboard. Meaning that just because you have a license # can you enforce damages or criminal charges? Every local/state laws vary. Sounds kind of out there, but don't ASSUME one can enforce damage payments or throw someone in jail.

First is your HOA prepared to press charges? If not, then why even spend the effort? Police can ONLY press charges. They can NOT drop them. That happens in court. Are any of your board members willing to go to the court to make sure the charges stick? It's not an automatic process...

Just because you have a license plate # doesn't mean that is whom did the damage. Someone else could been driving. The law may not extend to the owner of the car as proof.

If your looking for "protocols", you need to look at the legal ones you have to follow...
