First is your HOA prepared to press charges? If not, then why even spend the effort? Police can ONLY press charges. They can NOT drop them. That happens in court. Are any of your board members willing to go to the court to make sure the charges stick? It's not an automatic process...
Just because you have a license plate # doesn't mean that is whom did the damage. Someone else could been driving. The law may not extend to the owner of the car as proof.
If your looking for "protocols", you need to look at the legal ones you have to follow...
