Can an HOA get a loan for laid off workers under the Small Business Loan initiative related to CORONA Virus layoffs?

Is the HOA their employer? Where are they getting paid from? Are they 1099 contractors? Need more details. You do know a LOAN has to be paid back? It's just a loan with a lower interest rate or not as hard to get.

If the loan is for the Paycheck Protection Program, it's unclear if HOAs qualify, but they would need to have a payroll, and workers on the payroll, as a starting point.

sba.gov appears to have two options that may apply to HOAs:

-- For those HOAs having employees (to be distinguished from contracted workers): The paycheck protection program: This law firm http://colbertfirm.com/2020/04/03/paycheck-protection-program-for-coops-condos-and-hoas/
says HOAs should go ahead and apply and see what happens. The program is first come first serve. When the money runs out, then this is another reason your HOA will be out of luck. Note the risks mentioned at the web site.

I see at the sba.gov site that the first step is to look for a lender. I checked where I live, and many (all?) banks are participating. So you get to work with a bank on top of the federal government.

I think the PPP is a roll of the dice. If a HOA loses, it has to spend a lot of labor dealing with the mess that the federal government is, and it may have to pay back the money.

-- Then there's the Economic Injury Disaster Loan Emergency Advance (EIDL). It's worth up to $10,000. The government calls it a loan but in fact, it does not have to be repaid. It is free money. I imagine it is also first come first serve. I think it is also a roll of the dice, when it comes to hassle first what the HOA gets in return.

First, yes, this may be free money. Second I loathe the idea of working with a bank and the federal government. In my experience, the typical federal civil servant has a low education level and can barely construct a coherent, reasonably grammatically correct, and logical sounding letter. I cannot tell if this is worth it. Even though it appears to be free money, if I were on the HOA board, I think I would vote no for both. But I could be talked out of this. Let's see what others say.

Yes HOA is employer
Paid from HOA funds, employees of HOA, NOT CONTRACTORS
LOAN IS forgiven if hire employees back.
