-- A single director should use the correct process for seeking a violation letter. E.g. something like: HOA member complains; submits complaint to HOA manager; HOA manager investigates; HOA manager either issues a violation letter or does not issue a violation letter or consults the board as a whole.

Typically a BOD would have to agree there is a violation. If they agree, a letter of notice goes out often done by the PM at the BOD's direction. If no PM, then the letter would be signed by the BOD.

Doesn't FL have a requirement for hearings as a step to fling?

I don't see how a prez can prevent the "request." But I've never heard of a lone director sending out a violation letter on their own.

Hearings by a committee of at least 3 members not related to (or being) a board member.

The "fining committee" doesn't meet to approve or reject a fine until AFTER the board has decided to levy a fine. All investigation, warnings, letters, etc. take place before the board proposes to levy a fine. Then the committee approves the fine or rejects it. The committee's job is independent of noticing a violation and communicating with the violator in an attempt to mitigate or clear the violation before it gets to a fine.
