I think it's called a "voting bloc". And heaven knows what that has to do with an HOA or a condo.

Uh ... democracy at work ... in most cases, given a limited number of options, every solution has a voting bloc.

If forcing a special meeting, then a voting bloc is require to do that by virtue of the percentage required.

Help us understand the why of the question, how it relates to your governing docs requirements for passage, state statutes, etc?

Do people search out like-minded neighbors and owners who then decide how they're going to vote? Sure. Do like-minded owners constitute a "voting bloc"? Sure, why not? I don't understand the question at all.

Any home owner can file a petition & garner x amount of signatures. If it meets CA law, Stirling Davis requirements it is on our annual ballot.

Within the last four years we have voted to limit board spending and recall members on the board who violate HOA law/governing docs.

I'd suggest checking your states HOA laws and Governing docs for your association.
