Just because an item is put on the agenda by petition does not mean it is automatically accepted.
Are you talking about a board meeting or a membership meeting?
I believe the governing docs would have more to say about how board policies are changed than 720.306.
One thing to keep in mind is the new definition of rules and regulations as part of the governing docs. This means they need to be filed with the county, making it much harder t=for them to be changed.

20% of all voting interests can petition the board to place an item on the agenda for the next regular or special board meeting. The board then has to address the item on the agenda. They don't have to do anything else, however.

Each homeowner who attends that meeting may speak for up to 3 minutes on any item placed on the agenda by petition.
