Our Covenants use the expression "maintain your property to community standards". Which basically says look like all other units. We are patio homes with each having very small backyard fenced in with 6ft, shadow box type fences. We had one neighbor who backs up to our pond (retention) wanting to install a different style fence for a better view of the pond. The BOD said no. The neighbor came back with the argument that the Covenants say nothing about fences so where in the Covenants does it say I cannot? We countered with 112 of the same style fences, what do you think "the community standard is"? They went away.

Board resolutions typically are used to clarify the interpretation of generic terms.
