If it's public surveillance of common areas only: fine.

If it's surveillance of private areas (i.e., inside your property, or where you otherwise have an expectation of privacy): probably not.

If it's audio recording: pretty surely not.

If if's only you or a small number of owners, singled out: likely not.

What evidence do you have that they are not filming other homes? (My first guess is that they're getting evidence of a violation prior to taking action, and that they do this to every other home with violations.)

If cameras are directed at your doorways, probably not.

If cameras are directed at something on your property that the Association challenged and you are in conflict over, depends on what the issue is.

Anything out your door is pretty much public view. Where is your property located within the community? If it's like at the front entrance or exit area then it's not directed towards your home. Your home is in the way of the camera. Are you around an amenity like a pool or clubhouse?

Is it the HOA and the HOA owns the video or is it a board member that lives near you? Not enough details to determine if it's the HOA and what if anything they can do with any of the video.
