I reside in New York State.The Board is amending/changing a by-law. Is there a State agency that the change needs to be filed with.

If your bylaws are required to be filed with the States Corporation Commission, then any amendments to those bylaws should be filed with them as well.

Suggest contacting them to find out.

It would be unusual for a state to require the recording of Bylaws and amendments.

However, I would do so simply to ensure there is a clear chain of changes, and to ensure they are not lost.

No. Not unless the original developer/sponsor still controls your HOA.
