Can a individual not listed as an owner be a member of a committee

Our bylaws are too vague about committees and have no members restorations, so previous boards have written Guidelines for Committees, and all of our require that members be owners except for the Social Committee.

We allow any resident of adult age to serve on committees.
Member or not.

There are many instances where non-members might occur:

Two individuals are married to each other but only one name on the deed, hence only one individual is a member.
Rent to purchase individuals
Adult children living at home

So do we. Our bylaws say the president appoints committee chairs who must be members, so we have only homeowners as chairmen/chairwomen. But other than that, we allow all adult residents to be on committees.

Unfortunately, if we did that there would be no one on any committee with a working knowledge of MS Word or Excel.
