I live in a Townhome condo. We are connected side to side. I am a end lot. I wanted to know, can I insulate my closets. Cold air comes from them.

Without reading your documents, which is where you will find your answer, the Association typically owns from the studs out and you own from the studs in.
Expecting that you will repair the drywall, at your expense, and pay for the insulation, you should be able to insulate without permission.

Why not consider cedar lining the closets? It will prevent moths and allow you to add insulation. Plus potential buyers may like this little upgrade. Otherwise you may be able to open up a hole and have spray foam inserted inside. Just have to be careful not to pierce to the other side.

That draft you feel in the closet may be from the attic. I'm willing to bet there is no fire damper in the attic separating the units.
