Board Annual Elections, three spots on the Board are available, only two homeowners are interested; we will accept nomination from the floor on elections night. Election night possible scenario: A nominee from the floor is accepted he/she is placed on the ballot, receives one vote (his own) should he/she be seated on the BOD?

This may depend on how many people show up or submitted proxies that name other nominees. Usually if you have a quorum to hold the meeting, you can have a board election, as this is usually the heart of annual meeting business. If no else volunteers to run, the person who steps up will win by default. Keep reading your documents for more information.

In case you're wondering - it's ok to vote for yourself and that vote counts as long as you're eligible.

If you have more vacancies than candidates, then all things considers, you'd accept the new board member and keep on rolling.

In the case you cite, that 3rd person would be on the BOD. Also as there would only be 3 running for 3 spots, there is no need for an election. The 3 running are, by default, on the BOD.

If the number of candidates, assuming they are presented per rules and governing requirements, is less than or equal to the available spots, then those candidates are automatically on the Board. In many/most cases, a quorum is not even necessary.

Yes, unless your own bylaws state another threshold number for elections ( like a minimum number required.)
