What have other HOAs done in the case(s) of a deeded owner of carport number one(for example)and the owner might or might not live in an area outside of the condo complex.... but his/her vehicle is parked in ether carport and has a flat tire and the vehicle is dirty(unsightly)I. Does the HOA have the authority to make him move the vehicle?

Are the carports considered common elements? If so, then in addition to any parking restrictions in your governing documents, the association can make reasonable rules about junk vehicles. (Most governing docs I've seen to prohibit inoperable or junk vehicles on the common elements.)

Or a license plate ("tag" in some places). In my county, a vehicle without a valid license plate is junk, by definition. I guess that's the same as a current registration

Are your carports deeded to each owner? It may well be that that deeded carport is just like parking in their garage with the door closed.. You honestly need to ask a lawyer. State and local laws are making it harder and harder to have parking violators towed off private property.

Our documents specify that any vehicle parked on the common area (which, for us, is all of our parking) must be properly licensed and in good working order.
Hence, we would notify them to move the vehicle off the property or fix the tire by mm/dd/yyyy or face monetary penalties for violation.

This happens.
Typically, someone knows. You may have to knock on doors to find out.

The other option is to put a note on the vehicle.
I prefer to tape it to the drivers door window. This way, I know they saw it.

Our association's attorney will run the plates for us. Occasionally the police have also done so if we have a vehicle that we think has been abandoned and we're getting ready to have it towed.

We have called the police and they have had the car towed. Our parking is assigned but on common space.
