How do sidewalks become private on a public street within a Condo Complex? Not gated

What does private mean exactly? Are we allowed (not literally) to put a sign at each entrance that says THESE SIDEWALKS ARE PRIVATE AND ONLY RESIDENTS CAN USE THEM?

It means the HOA/Condo has to pay for their upkeep and maintenance. It won't be from "public" funds like the streets. So have to factor this expense into the budget.

To make public sidewalks private, one would have to negotiate with the city.

To keep the general public from using private walks, you would need to fence them off.
Any other measure would simply be marginally effective.
