Our CC&Rs state the Architectural Control Committee is comprised of the four executive members of the HOA or a separate committee may be appointed by the Board. We have a 10 member board which includes the four executive members. Can the board appoint itself, all 10 members of the board as the ACC?

If so, how many board members would be required to approve someones plans for new home construction.

The board acts as the ACC when there is no ACC existing. The board also overrides any ACC decision when in conflict. So don't know why there would be a separate # of board members who decide as that would make a committee and hence then having a ACC...
