I don't think they are subject to the federal FOIA. States have various laws regarding HOA records. Florida, for example, requires almost all records to be open to members for inspection and copying. Note that is to members, not the general public.

Many records are available to Members (Owners) in CA HOAs. Se you own bylaws or perhaps your CC&Rs.
