What are we talking about? As Pesy said. By the covenant. If that isn't covered, then contact your city code or business department. Maybe the fumes are against codes and they must do a certain amount of corrections. They may also need to do a business license. However, most HOA's do not allow for anyone to have a business in their home except for hobbies.

Plus make sure your HOA can enforce fines or make corrective actions. Saying it's against the rules isn't necessarily enough. You may need a fining schedule to eforce.
