It was brought to our attention that the neighbor for our rental property told them we were behind in our hoa fees and that this was the first sign of forclosure. Our renters were concered with renewing their lease because of this information and let us know. the neighbor is the treasure for the board and has this private information at his disposal. He has aploligized but we would like to see him removed.

He certainly should not have given out that information. He did apologize, and that's about what he can do in the now. People do make mistakes, and his poor judgment is a reason to reconsider him on the board, but there are rules in your association about how that is done. You must follow them. You can't just demand it.

If you suffer any financial consequences of his action, he could be the subject of a civil suit. It is an area that needs legal advice. You don't want to be suing the association, as in the end you will pay your share of all of it, and you are reaching into your fellow members pockets to solve you problem. It won't make you very popular.
