Can a Condo Board (separate from the Master Board) special assess the homeowners of that division for a project before it has been permitted by the city and approved by the Master Board. There is some confusion as to who is responsible to pay for the project, Condo or Master, however the project still needs Master approval and City permits. The Condo President has assessed the homeowners for the project at $2300 over what similar / identical work was done in the other divisions of our community with an unlicensed contractor and a facilitator, who is unlicensed yet involved with a majority of the projects contracted by this board. We are in Florida..

What do your governing documents say about approval from the Master Board and special assessments?

At present, I do no see a problem with assessing prior to city permitting.

Did the President order the special assessment, or did the Board order it?

Unlicensed is unacceptable for a corporation. See if your governing documents explicitly require licensed. Talk to the condo insurer about using unlicensed contractors. I am sure the unlicensed are lower cost. But they are also higher risk.

Always report unlicensed contractors to the county and the state licensing boards. Many occupations in Florida require licensing. Also, if they're unlicensed there's a good change they're uninsured. If you ask and are refused a copy of their insurance certificate, report them to the association's insurance agent as well.
