Can a Condo Board (separate from the Master Board) special assess the homeowners of that division for a project before it has been permitted by the city and approved by the Master Board. There is some confusion as to who is responsible to pay for the project, Condo or Master, however the project still needs Master approval and City permits. The Condo President has assessed the homeowners for the project at $2300 over what similar / identical work was done in the other divisions of our community with an unlicensed contractor and a facilitator, who is unlicensed yet involved with a majority of the projects contracted by this board.
