I have never heard of this, and we have many gated communities locally.

Are they trying to offset the cost of the stickers (and organizing their distribution), or trying to get extra cash for expenses?

I wonder what happen when you don't pay the $5. they don't let you go home? ;-)

I would attend the next Board Meeting and ask the question.

I'm guessing, but could this be a bar-code sticker for your car that allows automatic access? i.e., a faster (or separate) lane to come into your community? If yes, to my mind, it's a perk - as well as an expensive addition for the reader and they're asking homeowners to pick up a very small park of the costs.

While we provide proxi cards and gate codes free as part of association assessments, based on homeowner requests for remotes, we added a remote access transmitter paid for by the Association, but the residents must buy the remotes.
