Can a HOA in the state of Colorado, sign a 99 year contract to lease property for pleasure usage and assume all liability on said property?

I know in Mississippi they have such arrangements with their casinos. They sign a 99 year lease with the farmers in surrounding area. Also have to put the casinos on barges because not allowed to touch the land. Odd but it's the legal way they can use the property for pleasure purposes...
