Our HOA wants to put down Spikes Strips because people who DO NOT live in our community are going thru the exit gate. Most of us owners are against this but if we don't come up with another solution they will be putting them down. Have any of you had this issue and what did your HOA do about it?

Well, if "most" don't want it, then you don't do it.

You could have a special meeting and direct the Board to not proceed

We were told if we don't come up with a solution and the board gets 3 out of the 5 members to vote for it, they can still proceed. Does anyone know if this is true?

For that, you'll have to read your documents. Usually the CCRs state the board or individual homeowners can enforce community rules, so if people are speeding, the spike strips might help slow them down, whether they live there or not.

If you don't want the strips, you'll have to come up with something else, but first you and your neighbors may have to do a little research. When people zip through the gates, are they going to visit people who do live in your community? Has anyone seen the same people all the time? Is there a certain time of day this tends to be more of a problem? Would it be possible to hire security to monitor the gate or put a security camera there so you can catch the culprits? How much might that cost and are the homeowners willing to pay that expense. Those are some things you'll want to think about if you don't want the spike strips, which may or may not be a good idea because they can slow down emergency vehicles and you don't want that either.

From what the board has made public, it's people coming to visit people that live in our community. The other questions are great and I will be asking the board. I agree it can cause issues with emergency vehicles getting into our community and with that being said, we live in a fire zone. We had a fire come up as close as 10 feet to our community a few years ago. Anyone know if there's a legal stand the community can take with this?

I don't think there's a law that says HOAs can't install such strips.

As Sheila points out, this is the type of action that a board usually can take on its own.

CA is required to have open board meetings, so you could try to get a bunch of neighbors to attend the next one.

Is there a security person stationed at the entrance? What do resident sneed to come in the entrance gate? A fob or card? A key?

Check your local ordnances. Spike strips were outlawed here in Clark County about 10 years ago, cited inhibits emergency vehicles.
